Is it legal to do a night rating at an Aeroclub that doesn't have an AOC or a private operator registration? My interpretation of CARs 406.03(2)(a) makes me think yes, because there is an an "OR" at the end of the paragraph, meaning the aeroclub doesn't need an AOC or a private operator registration...

That's more of a question to ask your CFI and the accountable executive at the FTU. Besides the EAPIS, Customs and flight plan requirements, the FTU may not allow it due to insurance, etc... I work at an FTU in Canada. I'm thinking of doing a Navigation to the USA with a student pilot (Dual Instruction). Is that legal?
The FTU is based in Canada. The plane is registered in Canada and it would be for the issuance of a Canadian License (PPL)

This page says that a PDF version exists somewhere in the TC cloud. https://publications.gc.ca/site/eng/9.895259/publication.html You used to be able to click a "View PDF" link on that page and view a really high quality version of it, similar to how they publish the Flight Training Manual for free...

Just wondering how often does TC change their written exams (PPAER, CPAER, INRAT, IATRA, AIRAF, AIRAT, FITEN, etc)?

Just wondering if the Human Factors publications by transport canada are any good? I heard good things, but they are from 1999 so might be a bit outdated. There's actually a surprisingly lot you can do with an airplane to earn money without an AOC.
