Well to.close out the thread, he's upset but I told him this isn't a pleasurable flight for me, we're operating to his location to do the thing he wants to do, so he could either pay for the rental or rent a car.

For #2 - are you saying that the dual flight time in an airplane for my IR counts towards the 35, or because I have an IR that the 20 hours are deemed "completed" and I'm fine to just get 15 more dual hours under supervision?

To close the loop on this. I found an FAAIA study guide from TC at the end of the INRAT study guide. I would say studying all of that nukes the amount they expect, and I wasted a lot of time. If the sim is certified by TC, then I don't see why not. That being said, you will likely have a hard time finding a sim that is certified for IFR training that someone will rent to you without an instructor.
