From an employers viewpoint WCB is about as useless as they come - right on par with TC. What province are you in? WCB seems to live by their "policies" and ignore whats in the legislation. I am fighting with them right now on a discrepancy between the legislation and what their "policy papers" say....

Sadly, I think it would turn some people away from commercial, however those that really want it will relocate or travel to a big school that can afford the fees.

As I said in my previous post, I used to own a small school, and it would anger me to see the government basically shut these guys down.
