The PAL Dash8 departed YHZ awhile ago on their way to Curacao. If I recall correctly they operate on behalf of the Coast Guard.

This makes me wonder, if you take off with an IFR clearance, but without a squawk code because you didn't get one (so 1200), are you, as a pilot, violating a rule? Per TC AIM COM 8.3 the unassigned code for low-level IFR flight in controlled airspace is 1000, and the same code is at least recommend...
