If you submit an ATIP request with the specific information they have to provide it. The request will be sent to the regionaloffice that provides oversight. The information is searched and reviewed some may be redacted. If you called and asked over the phone they wont provide it.

i would encourage you to read the CARs and other documentation on how to start a commercial airline as it explains everything and you can lease hangers and aircraft etc

Each TCC office has an email address ie commercial operations, aircraft and registration all have separate ones and then the email that is sent is logged in and sent to the proper person. Last i heard the licences are done by any office in Canada.
