Very strange. An FCU failure usually leaves the engine at low power. I have had to use Emergency power a couple times. Not sure why that would not work in this case?

Couple things.
-Did the AME enter a rectification in the logbook?
-it was almost certainly pilot error.

An ELT can be removed for 30 days when sent for Recertification. Happens annually.

So. The way this part works. Is it safe to assume the ring was in but came off at some point shortly before the accident? Would it have then spun off with a few turns of the wheel?

The rules changed on Dec 8, up until then the requirement was an Antigen test for passengers. Crew was exempt.
