G-sky in Fort Mac seems to have recurring ads for pilots - with 208 time, I would try them for sure. Otherwise I wouldn't waste time in rest of Alberta and BC.

You need an outbound clearance if you're operating Part 135 (or 121). You also need a "Permit to Proceed" if you're flying from one point in US to another. I know this because once I forgot to get both on a big charter and got a lecture from customs.

None is req'd if you are Part 91 (private).

What's your source for that tidbit? A friend of a friend told you?

I can't believe some people's idea of a sufficient solution is on the pilot reporting when they are fatigued to stop working. That regulation is already in place and it isn't working.
