If your company runs it two crew, has provided SOPs and has trained you as an F/O....you are a flight crew member and you should log it.
If you are there to throw bags and "get to fly in cruise" while the pilot fills out the logbook....you are help and you shouldn't log it.

The story I heard was that TC did a "risk assessment" and determined that greater oversight was needed for 703 ops and thus the end of 2 year PPCs. 704 hasn't had as many incidents, so you can still do 2 year 704 PPC. I turn my phone on in the air so it's ready to go, call on the apron with the engines running and then taxi home once cleared. We usually write the clearance number right in the log book in case there are any questions down the road, the office can just reference the log book instead of tracking me ...
