I don't know where you are getting your info from but internal.upgrade on Q is 10 k and DEC is 25 k. As for the preclearance no clue.

Don't think that's a fair comparison. At POE YOS is not really transferable. From Q to E2. Not entirely sure about E2 FO to CA as that hasn't happened yet.

The CA numbers on the Q side is the real issue here. Last summer we had approx 130 CAs now we are down to mid 60s in YTZ and folks continue to leave.

Not to generalize here but 90% of those hired in the last year are flight instructors with little to no 705 operational experience. As I previously stated if they are that bent out of shape they can bounce and work elsewhere.
