With regards to the Overtime question, the entire Aviation Industry is governed by the employment standards and labour code of Canada. Yes they will. I submitted mine years ago and while it was taking weeks for Transport to approve friends who had submitted a hand written one, it only took them 3 days to go through mine.

Also, are these crashes not the first for Pasco they just occurred close together? No they are not. I can think of at least two others, one was a Goose, and the other was a Twin Otter.
