So there definitely are good class 4 instructor's around, you just have to research and find them. I believe the quality of instruction at a flight school, again, comes back to the leadership (CFI), and how smart he/she is. For a good CFI, will know the difference between good and bad instructors, ...

I'm not much of a fan of Pitt Meadows, so I'd go either at Boundary Bay, or if the drive is reasonable you could go out to Langley. If you do go at BB I'd go with Pro. I trained there a bit and was quite happy with it. Their facilities are old, but that's due to the fact the terminal building is old...

Based on your information, I can see how things go as far as an instructor, but me being a guy with no degree and no money for an instructor rating, how would the towing banners/skydivers route go for me? Do that for 1000 hours then....That coupled along with the fact I have no degree would handicap...

Brown Bear, Don't forget, not EVERY place uses flying as a "dangling carrot." The company I am working on the ground for does not do that-they only put future pilot hopefuls on the ramp to fill space. A company like Keystone, is a different story. It's perfectly legal to fly a straight-in final at an uncontrolled airport. It does not contravene any CAR. If it did, then every pilot that ever flew an instrument approach to an uncontrolled airport would have received a registered letter from Enforcement. i would argue if you make any 90deg turn...

I would argue that this is an industry wide problem with 703. I've seen it in so called good companies.
