Not a controller but I've been told they get TAS, so pilots have to be a bit extra careful about being more than 5% off on their planned TAS as well as with crossing restrictions during a STAR

All TC written exams are valid for 2 years including the INRAT. There is a weird work-around on ATPL exams but that still requires getting a PPC within 2 years.

Your best bet might be to go the flight instructor route. WWFC might be a good place to start asking questions.

Multi engine airplane or level C or D simulator. Flight Training devices (FTDs) don’t count if that helps.

Nowhere did I say not to perform an effective lookout.
My point was that the attitude, specifically when it comes to pitch is what makes the difference on an effective steep turn and the reason I felt the OP was having an issue with altitude control.

I'd pay closer attention to where you are looking during the turn. The alternative can actually be much worse. With the current set up you can contact a different region if the answer of one region is incorrect. I find it highly irritating that some random inspector decides it is a certain way and then it suddenly becomes an unwritten rule. What happened to due process where they put out a circular or amend the CARs just so that it is known to everyone? I mean a proper AC, not just a paper circular sent out...
