Most aircraft are equipped with FM radios and can communicate with fishing boats and other ships When I was the CP of a coastal floatplane company, I tried to get FM radios installed in all our A/C. Transport said no...not without a STC because it wasn't an approved radio..go figure. As for SVFR......
