Not quite... they have to “conform to or avoid the pattern of traffic formed by other aircraft in operation”.

If there are no other aircraft in operation they don’t have to conform to or avoid the circuit.

One hopes that IFR traffic remembered to bring their radios, and to look out for NORDO traffic if applicable. IFR traffic doesn’t automatically get right of way, remember. Nobody wants to get mown down by a citation on final but the responsibility for that doesn’t rest only with the NORDO pilot.

Filing IFR is common (a privelege for an IFR PIC) even though only VFR. But he wasn't in VFR conditions. He flew into IMC, and died. Filing IFR says to ATC "ready and willing to proceed into IMC". If you're not prepared to do that, don't file IFR. This is not a game where we play with our privileges.

Or what if you were just going to taxi, and changed your mind later and went flying without shutting down. Can you log from when the aircraft first moved, or only from when you changed your mind? Or from when you first had the idea you might fly even if you weren't quite sure at that time?

If you spend forty minutes doing slow and fast taxi runs as a first lesson in a taildragger, with no intention to take off, can the student log any time? What about the instructor?

It doesn’t really matter, does it? Th CFI went along, the CFI was at home... Either way, this flight was authorized, and it should not have been.
