I get the same message when not logged in to my NavCanada account (top middle of the page). It's OK when logged in.
Had not logged in for some time, and it did not ask for a login. Once I logged in then back out, it asks for the login when clicking on "My WX Data / WX Mail".

If "IT IS ILLEGAL and extremely dangerous" why are there published CAP procedures for doing exactly that? Why would these procedures not be withdrawn in favour of circling-only approaches?

No lots of the old IPM (chapters 3 and 4) are better covered in the AIM, the new IPM is a complete rewrite. I don't have it in front of me, but if you see on take a look at it. The basics of Human Factors, instruments and the like are mostly unchanged, and it is not like the intent of the procedures...

The CAP legend MINIMA says that for ILS, LOC, NDB it would be item 6 (DH) or item 10 (HATZ) while for LPV, LNAV/VNAV, LNAV it is item 15 (DH or HAT). i.e. the book says so.

Wilco in the States sells right side mirrors under aircraft-specific STC for about $70, with deals during AirVenture (see http://www.wilcoaircraftparts.com/specials.html, essentially as was mentioned an RV mirror riveted to a cover plate).

I wrote about a month ago, no CAP GEN provided, and no commercial approach ban questions either. A friend wrote at the same time, different place, completely different exam, no CAP GEN for them either. Good luck.

For a fun trip on Saturday August 25, fly to Kincardine CNS7 on Lake Huron, 80 NM from Brampton, for the Gathering of the Bands. There will be all-you-can eat hotdogs and local corn. Go to the beach, shop, look through the museums or listen to music.
