There is actually no longer any such thing as a "Type 2 licence" under ICAO Annexe One. The original Type 1 / Type 2 distinctions were eliminated years ago. Yes, there is no citizenship requirement. However you will have to show proof of whatever citizenship you do hold, so that the informationcan be entered on your licence.
