From what I hear, the experience in the latest hiring ranged from 1700 to 4500 hours. A few guys with no ATPL, and a few college grads with 250 hours total time. Is a new label issued after each medical? On my medical last year I received a new sticker with my medical date and issue date, however this year I haven't received anything and it's been over two months?
Perhaps new labels are only issued if there are changes or restrictions?

I don't think Encore is having any trouble finding people, a few Dash Captains have left our company to go there and are taking a pretty hefty pay cut.

3000 hours seems to be the bare minimum. I know guys with only king air or 1900 time that have been hired as well as dash guys with no previous jet time. All in the 3000-5000 hour range.

No pic under supervision program. They do higher pilots without ATPL but you need your Iatra or A's written.

Heck if "pilots" are willing to fly navajos for free, $32K to fly a Q400 seems like a pretty big bonus.

As Frosty said, get a degree in something you enjoy other that aviation and get your licenses and ratings in the summers at your local school. It will come in very handy as a backup plan and may even help you get a management position in aviation eventually.

We get very limited passes at the company I work for. (Not westjet). I recently had a relative who abused his privileges and viewed his pass as a full fare ticket. Make sure you pick an instructor with some mountain flying experience and not someone who is "practicing" his mountain flying lesson with you in the aircraft. Take the PC 12 job. Had a friend who went up north for a ramp job. Was told max 1 year on the ramp. Two years later he was finally right seat on the jetstream. Basically every time he was about to quit they said just a few more months and he was in too deep to start fresh at another company.
