just check with the super. Sometimes if there is a waiting list for units they will let you out of the penalty, happenend to me a few years ago.

Why not try Salluit? I lived there 7 years ago and there was a hotel there then. When I lived there, town itself wasn't that bad (actually enjoyed living there, compared to the other places I lived in when I lived in Nunavik).
