Our country has its own civil aviation authority and they will issue you with an in-country licence here. As long as you already have an ICAO or FAA or EASA licence already, you are golden.

Like Kokanee says. As long as you're not exceeding 8000lb on take off (regular axles) you can cram as many guys in there as you want as long as they all have belts. Tie downs are easy in the Caravan. The tracks are designed for it. Performance wise you won't have any trouble with 14 guys on the baby...
