This is far from fiction- I've personally flown with a contract pilot telling me this same issue- some contracting pilots flying 1500 plus a year. This is illegal, it's that simple. As much as I disagree with the very imbalanced reciprocity scheme some airlines are engaged in, the safety approach is weak at best.
