Just to clarify,
In YSB, you can only get a pre-IFR clearance - this is not an IFR clearance, it still requires authorization and validation before T/O

I think the moral of this story is simple... If it is safe to do so - it's good airmanship to cancel IFR and procede on company note or otherwise. Case in point - 2 birds racing from YMO-YTS OVC060 clear above and clear below a/c A - gets cleared for an approach (usually below 050) and doesn't cance...
