If you need the instruments to keep the plane right-side-up, it's instrument time. If you can keep the plane under control by looking outside, then it's not instrument time. If you can verify the ELT is going off, I would hold off until the ELT dies if it takes that long. If at that point no one has come fire off the PLB. Any cracks allowed whatsoever? I was told that certain cracks are allowed at the root on the non-leading edge. (If that makes any sense) I was always under the impression any blade, any crack, automatic scrap.

I believe the crew acted in the best interest of the passengers and themselves given what was known at the time. However, I still find it strange that passengers could take a picture while a response unit appears to be inspecting for sources of fire. Nice to see the Monday morning quarterbacks out.....
