I worked there about a year ago. The minimum requirements for a low-timer were a multi-IFR, IATRA, and 250hrs TT. Why use an old DC3 for passenger run? How many seats does a DC3 carries anyway? Wouldnt a Beech 1900 do the job for a fraction of the cost? People do get hired directly into the plane if they have hours. If you have less than what they are asking for then yes, ramp it is. for the pc12 they won't take you unless you meed the hourly requirements.... even if you apply from the ramp.
