Because changing seats on a 100+ airplane fleet can run into millions of dollars, and there are other programs and projects that have higher priority right now. New seats will come, it'll just take time.

The spec sheet on the Susi Air webpage calls it an "AT802 Fuel Hauler."

I just so happen to work with the pilot's son, so I trust this story. Apparently the Rapide had been all loaded up when the flight was cancelled due to weather.
