I think the rationale is that the red scalloped area of clouds is the area that the yellow question mark is highlighting; the green line divides areas of differing forecast visibility and ceiling in the eastern sections near Hudson Bay, but it's still associated with the same region of cloud coverag...

The article you posted above it cites one study, and is written by a privately run libertarian think-tank. Something I feel is worth mentioning - it very much depends on what kind of propeller you have on your airplane. recreational, a private pilot licence, a commercial pilot licence or a flight instructor rating
Doesn’t list float rating (or any other rating) - as long as they have an AOC with the training airplane on it, you’re good to go.
