jspitfire you have quoted the rules yourself in the post above. The only sim that could be used is one 'certified' for IFR testing, level 'C' or 'D'.

From recent experience, the least of your worries would be the actual GPS receiver. I can not see a reason to even bother with a non-WAAS capable one, really. I spent 4 months in Thunder Bay about 10 years ago, did not pass the first semester. From recent experience, all of the ratings could be achieved for less than 15$K CAD. This is without owning an aircraft to do the training or knowing anybody prior.
