Maybe their interview and employee vetting process could use some adjustment? If they want long term employees, then adjust hiring practices to attract and ensure they are being hired. Yes it's a 10K upfront bond. Cash from your savings account or a bank loan in your name, doesn't matter as long as you show up to GS with a certified cheque.
