Boundary Bay, Pitt Meadows, or Langley.
All three have schools and private aircraft based there so its a matter of which you live closest to, although Boundary Bay is the closest to YVR.
Don't even consider YVR as an option, for multiple reasons.

As long as you realize that the glide ratios and flight dynamics may not be perfect That may actually be a good thing. If you max out your weight to increase your descent rate, you can condition yourself to think faster than necessary. Try max and min weights and OAT's to learn what you need to do ...

If its a scenic flight you want take the skytrain downtown, go find Harbour Air by the Convention Center and take a scenic flight in a Beaver. You won't be able to log it but guaranteed you'll learn something especially if you haven't been on floats before. Your friends will love it.
