Written exams are not valid for life as recency is also a requirement. Review 401.05 (1) (b)(iii) if you have not flown as PIC or copilot within 5 years then a written exam becomes part of the requirement to requality.

I concur with the other comments but suggest you discuss with TC. Since the FAA license was based on your Canadian license rather then a third country it is reasonable to use the bilateral conversion process for the IFR rating. Familiar with a number of occasions where it was accepted.

The written exam process for the ATPL use to have 4 exams rather then the two we now have. There was also a senior commercial license then. The same exams for both but a higher pass mark for the ATPL.

No one has mentioned ICAO, as a signatory we have international responsibilities. For Canadian pilot licenses to be accepted operating Canadian aircraft outside of Canada I suspect a very conservative policy was required.

Check out 405.21 (5) be prepared to show you have the required knowledge to provide the training. Historically this was done by the flight school as TC does monitor the exam results by flight training unit. A single engine IFR is of little value for a commercial pilot. If you are interested in eventually working in a multi-engine two crew operation consider a basic aircraft that you can use up to the commercial and build up time for the IFR. Go to a school for the combined multi-engine and IFR in a twin.

Canada only has three levels, expert, operational, not qualified. Operational equates to level 4 ICAO, if your license shows just English and French you are expert ( level 6) in both.

I was involved in management at two different schools. We chose not to bill for prep briefing unless under extraordinary circumstances but charged a higher rate for the dual and paid the instructors more. Unless all costs are up front your clients will feel duped.

You need not cost out a night endorsement as it is part of the commercial licence. Recommend you try to complete the instrument portion as much as possible at night.
