yes nearly every LMIA request is a scam to varying degrees. Some are outright fraud and some they want a particular employee chained to them for a year plus. Most high wage LMIA postings are for people they have already selected and now have to go through the motions to offer the job to other people first.

can do 10 dual instrument, 10 simulator
most people going for career in aviation will do everything simultaneously and wont be far off from the 40
if doing afterwards the instrument time still counts towards the 40

What i mean is dual time in aircraft is counted as a part of the 35 hours of flight time - within that is the 20 instrument requirement which allows for 10 simulator but 10 simulator is not flight time so that helps meet the 20 but not the 35 of actual flight time.

The only thing frozen is the ATPL exams if they are used as the knowledge requirement to obtain your first 2 crew rating.

A temp licence can only be issued after the actual licence has been issued. Ask MV to contact TC to ask to speed it up for your job.
