I'll give it a shot...
METARS are valid for 5NM around the aerodrome in question.
TAFs are based on those METARS, therefore I would say that the TAF for CYMJ would not apply to CJS4, which is 9SM away.
I would suggest you use the GFA to determine the alternate legality of CJS4.

FDMET & FDOPS used to be free to write and then you had to wait, perhaps a month (or two?) between attempts.

There is information out there that US controllers get 8 Hours off duty between shifts sometimes.
That's 8 hours to get home, do the wife, pay the bills and then "sleep", then go back and get to work.
Should have at least two people on duty, tho.

CTV News says it was POE243 & FlightAware shows POE243 turning around right over YYT at 1546z.

If all this is true, why not just land in YYT instead of going all the way back to YHZ with a large, wet, cold ocean underneath them?

Last I heard, AC wants dispatchers that have been somewhere else in the company for while. So, yeah, Jazz might be the best place to start. It seems reasonable that Jazz dispatchers would have an easier time getting on at AC. That said, nearly every other airline with Type A & B operational control ...
