1. don't be picky. take any instructing job you can get ( instead of "prefer big school balabala")
2. start from ramp job or dispatcher. in order to "break into" a company.
3. take some part time job first. Uber or anything you can get to keep yourself survive first.

Showing up counts more than anything. Do a road trip and call every 703 float operator on the TC Air Operator Registry. I am interested in floatplane job.
but currently I am an outsider though finished floatplane rating last year. also with 500+ hours totally.
any advise about how to break into this industry ? is the major part of job opportunity only rely on internal referral ?

You are correct it is not found in either legends (VNC or VTA), however it is in the CFS. Please refer to the attached screen shot of the St. Andrews VFR Terminal Procedure Chart.
