If you want to stay in Winnipeg, go IFR right away. If you go VFR, there is no guarantee you will land a course for YWG tower, meaning you might get assigned to Whitehorse, for example, and start off with a much lower ATC pay grade when you check out. Vancouver is based on your direction of flight after take off regardless of the L or R rwy and can be different from the 08's to the 26's. Departure north is 126.12 and south is 132.3 and as ahramin stated it's usually given with your clx.

We are required to give the "published" approach name followed by, in this case, "GP unserviceable". Don't know about YYZ, but this often causes confusion elsewhere.

Look at where the towers are in the Toronto FIR. You could be sent to anyone one of them to train after your basic training. If you are successful you have a job there.
