Points out aren't the norm Dave, we don't do them at all. As well, you can add Fredericton and Saint John to your list of EXCDS sites. They have had it for quite awhile now.

A hand off transfers control of the a/c to the receiving controller. I can use the data tag to consider an a/c identified if it has been previously identified by a Canadian controller. We are really against the point out to FSS. FSS now uses exceeds to pass arrival and departure times because they didn't want to have to call us, being too busy I imagine. Having said that, we in the center are not sitting around doing nothing. I can't imagine having to call 3 FSS on three different...

Not sure where you got your info floaty but if the company opens a tower it opens it to controllers first, not the other way around. Something to do with a contract. BTW a seniority bid (for controllers) has been out for a week now to CYMM.

If I get an inbound IFR flight calling me I do the same thing only I don't need to get them to squawk since they are already tagged by center and can readily be identified with the correct ident. Around the Moncton FIR a/c are routinely "squawked" 25-30 miles out when they are sent over after an approach clx.

On the phraseology........ In Moose Jaw and Cold Lake (both having parallels) we used an abbreviated phraseology that was way shorter than anywhere else I worked. I've heard of IFR controllers who are not allowed to provide flight following to VFR aircraft anymore in certain classes of airspace because of liability concerns. I would imagine the Irvings would be a big factor in whether or not the airport made improvements like you are suggesting. After all, I believe they were the driving force behind the tower closing, convinced it would be cheaper without it.

i personally think they make a killing, why not its buisness, even if i scored well, they will have me redo it, another $215 next time around. Just something that bugs me so much is that we pay a few hundred for this test and they make alot of money from it. It just feels so fixed, they can get guys to keep writing the test so they can make more money, after all i never saw my results or even how they scored me in comparison with everyone...
