There are a few.

Most likely it was FLTplan GO as they are free and have Canadian charts.

For live weather you will need cellular service or if you are close the US border you can get ADS-B weather with a receiver like a Stratux.

It is really easy to do a verification flight. You don't even need to land in the US. Just fly across the border in a place that has Radar and ground station coverage. I would wait and see before installing something that 100% will not meet our standards.

You do not actually need to have ADS-B OUT unless you fly in transponder airspace in the US after 2020.

If it is anything like the model airplane field I take care of I still cannot drive on it without sinking into the grass.

I drove by Edenvale this weekend and they had the stage and generators all lined up so I doubt it was cancelled because they didn't raise enough cash.

An external GPS can improve things quite a bit.

I window mount the Stratux so it always has a good quality GPS signal and I dont have to wait for the ipad to get a lock if it has been put to sleep.

This is Nav Canada. They are a private company run on user fees.

Maintaining old radar sites and nav aids are expensive so they are moving to a system that pushes the costs onto the user.

If you do not go into transponder airspace an ADS-B mandate wont cost you a dime.
