I'm not sure you need an entry waiver. Canada is a visa-exempt country. I think you're thinking of visa waiver countries/ESTA where you would have to apply for a visa if you visited certain countries, including Cuba. Canadians do not require ESTA. Some US corporate guys (think Part 135 and big Part 91k management) have CASS, which some airlines allow jumpseat privileges to without an agreement. You can use it for ferrying an airplane for maintenance or to have it installed etc, but it's not a substitute for ADS-B just because you don't want to install it.

It's not possible to see the cargo door indicators on a walk around on a B767, and more than likely the door would have been open anyway. There isn't actually any restricted airspace within the Class D Control Zone. Simply make radio contact with the tower or terminal controller and you may proceed.

It really is no problem however, they have no issue with you flying through.
