As you've discovered, the conversion process is really meant to convert current and active pilots from one country to the other. Either get current (and IPC) and then convert or drop the non-current parts and convert the rest. Your biggest concern here is likely that you haven't been actively flying...

-Medical category change (3->1, etc), change of restrictions.
-Also, if you're living outside the country, TC can accept a medical done by an aviation doc certified by another ICAO member state, but you don't get a stamp. TC has to review, approve, and sent you a sticker.

LPV is still considered a non-precision approach. ICAO has changed this back in 2013 to: LPV with DH 250ft and above are considered a non-precision approach, however LPV with DH below 250ft are considered precision approaches. All I had to do was e-sign a consent form. Now that is a bit more reasonable. No cost to the pilot and a couple clicks (minimal hassle). Just make sure the consent scope is limited to something reasonable, such as a criminal records check. Someone is paying for the criminal record check. Do local C...
