Buttonville is an MF so you can join the circuit from the downwind, base or even straight in to final when it safe to do so, so there really is no need to fly over the circuit at 500' above. Why are you so sure it's an ATC-only issue and not local pilots repeatedly making errors that are worthy of being reported? It's not just local pilots. Any word on if TC is handing out fines? NAV CANADA only files an Aircraft Occurrence Report (AOR) which then gets added to a CADORS that TC creates. If, after reviewing the CADORS, they see that there was an infraction then enforcement action would take place.

My first thoughts were, is it normal to be flying a powered parachute to be way up at around 5000 feet?! You usually see them way down low. I'd be super paranoid about getting into this exact situation at that altitude.

The article says it's a dispute between the federal regulator and the airport. That's TC not NAV CANADA. I wonder if it has to do with the new airport TP312 attestation requirements.
