Probably renewing an LMO for someone that already works there. Thus the specificity.

Bingo.

Still would be nice if this position was open to regular Canadian flight crew without such incredibly limiting requirements.

Ah well.

A TFW, by definition, will not meet this requirement:
Must be a Canadian Citizen or Permanent Resident of Canada.

They may have written that there but I can guarantee you any Canadian with that highly specific experience already works for Onex lol.

I am 99.9999% sure this ad is written to prove there are no qualified Canadian or resident candidates so that they can get their already picked TFdubs.

Yes but that’s irrelevant to the TFW. In order to renew their permit their employer has to prove that they tried and failed to employ someone who meets those residency conditions.
