"C-GPAK, a Piper PA-31-350 aircraft operated by Orca Airways, was conducting flight ORK100 from Tofino/Long Beach, BC (CYAZ) to Vancouver Intl, BC (CYVR). During the landing roll at CYVR, the pilot observed the aircraft sinking to the left and elected to abort the landing. During the climb out, the pilot attempted to retract the landing gear, however the handle was stuck in the geardown position. The flight crew completed the alternate landing gear extension procedure and attempted two more touch and go landings to determine if the landing gear would collapse. At 2249Z, the aircraft flew a low approach pass over ground observers for a visual inspection; the landing gear appeared to be normally extended. The flight crew declared an emergency and, during the subsequent landing, the engines were shut down while rolling off the runway onto Taxiway E. Runway 26L was returned to service at 2255Z. The aircraft was towed to the apron."

Knowing nothing about the Navajo, if one gear wasn't down and locked, wouldn't this have been evident by the lack of "three green"?

I'm sure a failure mode is conceivable, in which the switches will all be made and three green showing, but something still gives way once weight or a side load is put on the gear. Not necessarily likely or common, but still possible.
