I thought the gear being stuck wasn't a big deal on the C-172.

The aircraft register lists C-GMOV, a 172N, as having its certificate of registration cancelled in 2000 and last owned by Sportair Ltd in Vernon, BC.

Perhaps the registration is supposed to be C-GWOV - a Beech 1900 registered to Wasaya?

Cessna did make a retractable gear version of the 172 but I believe it's well after the "N" model and usually has "RG" after 172

It's pretty funny when they CADOR people get the registration wrong.

"Air Canada flight 123, a home built single seat model RV-3 experienced an engine failure in climb and returned to CYYZ... 341 passengers and 11 crew were unhurt."

I've see helicopters filling the place of a Dash 8.

I've noticed a couple times Cessna Caravans as having piston engines on Cadors

The 205, 206 and 207 all have a piston engine. It's only logical to assume the 208 does as well.

The CADORs people only repeat what is reported to them, either by Nav Canada or the TSB. They don't hire pilots for that job, nor should they.
