Less then 30k a year, max duty days and they want something like over 700 hours for the FO gig... I think they've re-posted the job ad at least 5-6 times in the last 2 years.

Less than 30k a year? For real?
Last year the gig was: very early check in at yhm, you help unload the plane at your destination and then split duty day.
I guess one day in the future they may consider you for the Falcon 7x or something like that; although you can also keep buying lottery tickets...
