YYZ Pearson/Billy Bishop

I read in previous posts that Pearson and/or Billy Bishop are chronically understaffed... Is there a reason why?
I'm writing FEAST for ATC at YYZ and they're stating there's no FFS hiring, does this mean Toronto FIR is full for FFS? Does the understaffing only apply to VFS or IFS?

Can anyone shed any light to the culture/work environment as a VFS or IFS in Pearson or Billy Bishop? How is the work-life balance? OT opportunities?
