Can later model C182 control yokes be installed into an earlier model aircraft? Any particular paperwork requirements?

Not all Cessna control wheels are interchangeable, as the tube sizes, and thus end fittings differed over the years. If it seems that everything is compatible size, and potentially interchangeable, then you should consider if the modification would be "major" or "minor", as the requirements for data (paperwork) would differ. Consult AWM standard 571, Appendix A for a worksheet which should help you determine and document what you might choose to do.

What does the parts catalog say? If the numbers are the same then yes.
If there is no reference available then you'll have to do a lot of paperwork. I would classify a flight control change to be a major mod, probably requires an LSTC.
