c. Magnetic Compass (Ref. Chapter 549, para. 549.13(b)(3)) is required by ANO Series II, No. 19 and shall be calibrated in accordance with the requirement of [Chapter 571, sect. 571.215.]
Can anyone tell me where I can find a copy of "Chapter 571, sect. 571.215"?

The Airworthiness Manual Advisory you cite is very old! It is dated 1992 which pre-dates the CARs which went into effect in 1996. I see your AWM reference also cites the old ANO's now long out of date.

I think this is why you are having trouble since most (but not all) of the former AWM is now out of date and replaced by CARs and CARs Standards.

Try CARs 625 Appendix C which is the current standard for out of phase tasks and equipment maintenance (at 10, non stabilized magnetic direction indicators). Here is a link:

In addition to the above, the AC43.13-1B Paragraph 12-37 contains procedures for completing a compass swing.
