I would guess that all new hires will be YYZ based for the foreseeable future. Not because people aren’t needed elsewhere but because that way any relocation is simply seniority based.

There are vacancies for new hires in YUL on the A220, A330, 737 and rouge Airbus. Vacancies in YVR will be A320 and 737. There may be spots on the 777 and 787 in YVR but the airline isn't going to train anyone from the Seneca Class of '16 into those spots.

Air carriers will need to be compliant on day of implementation.
Therefore, in some instances (cumulative flight time/cumulative duty time) the new limitations will have to be enforced in advance.
As for staffing, most carriers have completed analysis of impact on staffing and have been preparing accordingly. I suspect AC is no different in this regard.

Some routes farther into Europe yes, but no blanket augmented Atlantic crossings.

There was a 57 and a couple of other 50 somethings in my class in summer. Plus a bunch of 40 somethings.

Assuming you have everything else they want, it makes the difference of getting your name pulled out of the pile sooner than later.
They are sensitive on nepotism though, if you aren't competitive in experience, it won't help much.

OTS hires have been more or less limited to pilots leaving the RCAF or ExPats with wide body experience.
