I think he's implying that someone at the hotel where these guys are staying is observing the Pilots behavior the night before and reporting them come morning, with jealousy as the motive.

That went through my mind, but I dismissed it as an idiotic reason. Nobody gets arrested for being over the limit just because someone else is jealous.
