Do you need an operating certificate to operate an advanced ultralight flight school?

Probably, since their is no float rating for a ULPP.

Can you run an aviation business flying ultralights whether on land or floatplanes to provide sightseeing flights without the AOC ?
There's some really nice ultralight aircraft that seem doable....

Since there are ultalight flight schools that are in business for profit, can you add sightseeing to that side of the business?

No. Sightseeing is a commercial operation, and you can't do it without an AOC or an FTUOC. You absolutely can't charge people money to fly as passengers in something unless it has a proper type certificate, certificate of airworthiness, commercial registration and is maintained in accordance with commercial maintenance standards.

The whole ultralight "thing" is based on recreational flying only, there's no way you can combine the light-touch regulation there with flying members of the public around for money.
