Post-secondary aviation program

Hello,
New member here.
I am an international student currently residing in the USA.
I have recently found a new rule by immigration, that international students attending a post-secondary aviation program, obtaining an instructor's rating, will be eligible for a 3-year work permit.

My question to you my fellow pilots is:
1. I current have an FAA commercial, I will need to convert my license to TCCA license. And then I will obtain my TCCA instructor's rating.
2. Where can I find a list of schools with a post-secondary program so I will be eligible for PGWPP requirement.
