That's how it should be. People are supposed to have a pilots licence or airport pass (or be with someone that has one) to be on the airport property at YYJ, an international airport with more than 1 million passengers a year, but they don't seem to care about all the hot rod guys coming and going, screwing around with their cars while working on a case of beer beside the taxiway.
